The Local Government Unit (LGU) of Santol, La Union signed a Memorandum of Agreement (MOA) with the Department of Social Welfare and Development Field Office 1 (DSWD FO 1) for the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan. The crafted and signed MOA between the DSWD FO 1 and the LGU of Santol, LU put emphasis on the sharing of the data of poor households generated from the result of the 2nd Round of Household Assessment or Listahanan 2 conducted in the year 2015.

Nakipag-MOA ang LGU Santol sa DSWD Listahanan kasi rito malalaman at matutukoy ang mga kababayang nangangailangan ng tulong at ito rin ay makatutulong sa magandang pagplaplano ng mga programa para sa mga kababayang higit na nangangailangan. Isa sa paggagamitan namin sa data ng Listahanan ay para matukoy kung sinu-sino ang mga kwalipikadong indibidwal na kabilang sa A5 category-  ito iyong mga kabilang sa indigent sector para sa COVID-19 vaccination (The LGU of Santol, LU and DSWD Listahanan signed a MOA so that we can have and know the list of poor households residing in our municipality. The said list is also a big help for planning social protection programs for the needy. We are also going to use the list of poor households in identifying the qualified individuals under the A5 category – indigent sector for the COVID-19 vaccination),” said Municipal Social Welfare and Development Officer Eunice D. Nabehet.

Listahanan Head/Regional Field Coordinator Joan N. Dacumos encourages other government agencies and private sectors who are planning and implementing social protection programs and services for vulnerable sectors to also request the data of poor households from DSWD Listahanan. “Sa lahat po ng mga hindi pa po nakikipag-MOA sa DSWD Listahanan ay ine-encourage po namin kayong maki-MOA at gamitin ang data ng mga mahihirap na sambahayan ng Listahanan dahil naniniwala po ang Department na isa po itong listahang talagang natutukoy po natin kung sinu-sino po at nasaan ang mga nangangailangan ng tulong doon sa kanya-kanyang area ninyo (We are encouraging all who have not yet entered into MOA with DSWD Listahanan to request and use the list of poor households of Listahanan because it is a reliable list of DSWD that can identify the names and addresses of those in need),” said Ms. Dacumos in an interview.

The Listahanan project of DSWD was established to identify who and where the poor are that serves as a basis for selecting potential beneficiaries of social protection programs and services not just in Region 1 but in the entire Philippines.The Listahanan database of poor households is updated every 4 years. Last 2019, the 3rd Round of Household Assessment was implemented and the updated list of poor households will be available this year. (By: Jaymante Pearl B.
