To strengthen disaster response capabilities, the Department of Social Welfare and Development Field Office 1 – Ilocos Region (DSWD FO 1), through its Disaster Response Management Division (DRMD), conducted a capability-building activity focused on strengthening the capacity of Local Government Units (LGUs) in Humanitarian Supply Chain Management, Logistics, and Warehouse Management.
The learning session participants were DSWD FO 1 frontliners involved in food and non-food items (FNFI) management, as well as Local Social Welfare and Development Officers (LSWDOs) and Local Disaster Risk Reduction Management Officers (LDRRMOs) from the LGUs with existing Relief Prepositioning Agreements (RPAs) with the agency.
The training emphasized that having well-organized warehouses and relief prepositioning areas with streamlined logistics systems is essential for effective relief operations. It helped participants better appreciate how crucial it is to plan ahead, store supplies efficiently, and timely distribute relief supplies during emergencies. Through interactive activities and real-life case studies, the participants were able to apply their learning in crisis simulations.
Many attendees had “AHA!” moments, realizing that disaster response is not just about being on the ground but also about the vital work in the background to ensure help reaches people when they need it most.
“The training has been incredibly valuable in enhancing our knowledge and skills on managing our warehouse operations. It has made us realize that effective warehouse management goes beyond simply storing goods — it involves careful planning, ensuring the safety and security of food items and other essential supplies, and most importantly, safeguarding the well-being of our workforce. This learning experience will undoubtedly contribute to the improvement of our disaster preparedness and response efforts,” shared Jomar R. Viloria, City Social Welfare and Development Office staff, Batac City, Ilocos Norte.

DSWD FO 1 continues to work closely with LGUs to build resilient structures and enhance coordination across all levels of disaster management. As part of the Department’s commitment to strengthening local preparedness and response, capability-building activities are regularly conducted. (by: Nicole Kasandra A. Lipawen, Information Officer II
