The Regional Disaster Risk Reduction and Management Council (RDRRMC) 1 has officially clarified the definition of “affected families” to improve disaster response operations and ensure more accurate reporting of disaster impacts.This decision comes after several instances where varying interpretations led to discrepancies in identifying those most in need of assistance.

Republic Act No. 10121, the Philippines Disaster Risk Reduction and Management Act of 2010, mandates the provision of emergency services to affected populations to save lives, reduce health impacts, and meet immediate subsistence needs. However, previous definitions of “affected families” had been too broad, leading to inconsistencies in response efforts and the identification of beneficiaries.

In response, the DSWD Field Office 1 – Ilocos Region, as Vice-Chairperson for Disaster Response and Early Recovery of the RDRRMC 1 introduced two key priority classifications for affected families – the Immediate Priority and the High Priority. The Immediate Priority category includes families that are directly affected by the disaster such as those who suffer physical injuries, significant damage, displacement, or loss of livelihood. Meanwhile, the High Priority category covers families that experience indirect effects, such as the loss of income due to emergency restrictions or suspensions, like a ban on maritime activities.

The resolution also tasks local and regional agencies with categorizing affected families based on these two priority levels, ensuring more accurate disaster relief reporting. This clarification is expected to reduce confusion and improve the coordination of resources for disaster-affected communities.

The Regional DRRM Council 1 Resolution No. 009 series of 2024 entitled Clarifying the Definition of “Affected Families” as guide of Responders and the Regional and Local Disaster Risk Reduction and Management Councils (R/LDRRMC) in Region 1 in the Identification and Classification of such, which was approved on December 5, 2024, will guide future disaster response efforts, ensuring that aid reaches the families most in need. The updated guidelines are also expected to align the disaster reporting processes across various agencies, allowing for more efficient coordination during future emergencies.
