NOTICE OF NEGOTIATED SALE OF UNSERVICEABLE MOTOR VEHICLES
(FO1-NS-24-11-02 | 20 November 2024)
The Department of Social Welfare and Development – Field Office 1 through its Regional Property Disposal and Awards Committee (RPDAC) invites all interested parties for the conduct of negotiated sale on an “as-is-where-is” basis after two consecutive failed biddings pursuant to Commission on Audit (COA) and Department of Budget and Management (DBM) Joint Circular No. 2024-01 for the unserviceable motor vehicles consisting of the following:

Prospective bidders/buyers shall inspect the unserviceable properties located at the different FO1 warehouses/premises, to wit:

The inspection shall be scheduled from 21-29 November 2024, Monday to Friday, 8:00 AM to 5:00 PM in coordination with the RPDAC Secretariat and the Designated Property Officers. After the conduct of inspection, the RPDAC Secretariat shall issue a Certificate of Inspection.
Offers should in no case be lower than the floor price for each lot.
Prospective bidders/buyers must submit the following documents on the scheduled opening of sealed bids:

• Copy of valid government-issued Identification Card (I.D) of the Bidder and his/her representative with three (3) specimen signatures;
• Copy of Valid Business/Mayor’s Permit; and
• Original/Certified True Copy (CTC) of Latest Notarized Special Power of Attorney (SPA), in case the duly authorized representative is attending the public bidding. (In case of CTC of SPA, the same must be signed by the principal); and
• Certificate of Inspection issued by the RPDAC

• Duly accomplished Bid Form;
• Bid Bond amount equivalent to at least ten percent (10%) of the floor price in the form of cash, cashier’s check or manager’s check |
Interested/invited bidders/buyers may submit their best and final offer addressed to the undersigned. Sealed proposals shall be submitted to the RPDAC Secretariat not later than 12:00 noon of 2 December 2024. All bids submitted after the set deadline shall be considered late and will be rejected. Opening and deliberation of sealed bids will be on 2 December 2024, 01:30 PM at the Regional Operations Center, Quezon Avenue, City of San Fernando, La Union.
DSWD FO1 reserves the right to accept or reject any or all bid/quotation, to waive any formality herein, to annul the negotiated sale and to reject all bids/quotations at any time prior to contract award, without thereby incurring any liability to the affected Bidder/s.
DSWD FO1 likewise reserves the right to accept the offer most advantageous to the Government.
