As DSWD Field Office 1 – Ilocos Region (DSWD FO 1) steps into 2026, one truth remains clear: real change happens when support coupled with determination. The Pantawid Pamilyang Pilipino Program (4Ps) continues to stand at the heart of social protection, not just as a government program, but as a quiet partner in the everyday struggles and victories of 4Ps household beneficiaries.
Each year is marked by resilience as behind every 4Ps statistics are parents choosing hope over hardship, and children dreaming beyond their circumstances. In 2025 alone, 22,097 4Ps households in the Ilocos Region reached self-sufficiency, the highest level of well-being under the Social Welfare and Development Indicators (SWDI). These numbers reflect more than progress, it represents families who have decided to stand on their own.

One of the stories that stood out in 2025 is that of Jayson O. Javier. From being a 4Ps monitored child, his journey came full circle last year when he became a public servant, joining DSWD FO 1 as a Project Development Officer I under the Supplementary Feeding Program. He was the youngest in a family of farmers and laborers from Francia West, Tubao, La Union. Growing up amidst financial hardship, Jayson became his family’s “huling alas”, the family’s last string of hope of breaking free from poverty. Despite the overwhelming challenges, he remained determined to pursue his education, believing that opportunities are limited without learning.
“Sisiguraduhin ko na hindi na lang dito magtatapos ang aming estado ng pamumuhay. (I will ensure that our life’s status will not end here),” he vowed.
With the support of his family, scholarship grants from the Commission on Higher Education, and the cash grants of 4Ps, Jayson earned a Bachelor of Science in Mathematics and passed the Licensure Examination for Teachers in September 2024.
“Inigihan ko sa pag aaral at ngayon ay empleyado na ako ng DSWD FO 1. Ngayon, nakakatulong na ako sa pang-araw-araw ng aming pamilya. Sa natutunan ko mula sa 4Ps Family Development Sessions sa financial literacy at sa opportunity bilang DSWD employee, nagsimula na akong mag-ipon, sinusuportahan ko na ang pag aaral ko sa aking Master’s degree, at may planong mag-invest soon. (I worked hard in my studies and I am now an employee of DSWD FO 1. I am now able to help support my family’s daily needs. Through what I learned from the 4Ps Family Development Sessions on financial literacy and the opportunity of being a DSWD employee, I have started saving, now supporting my studies for my Master’s degree, and plan to invest soon),” he added.
More than a job, it marked his family’s first true step toward “pagtawid mula sa kahirapan”, transforming years of hope into tangible progress and proving how sustained support can turn dreams into service.
Jayson’s story reflects the growing achievement among 4Ps households. During the 2025 school year, 8,068 monitored 4Ps children completed their studies with honors, earning high and highest distinctions.
Reflecting on the gains of 4Ps and its beneficiaries in 2025, DSWD FO 1 4Ps continues to stand as the backbone of social protection through strengthening education, health, and nutrition outcomes to help 4Ps families cross from survival to self-sufficiency. Jayson’s journey, along with countless 4Ps children proved that success is not reserved for the privileged, but also for those below who have been given an opportunity and continuously persevere. This proves that when families are supported, lasting change is possible – one family, one child, and one success story at a time.#
