The DSWD Field Office 1 – Ilocos Region (DSWD FO 1) gathered 1,000 Pantawid Pamilyang Pilipino Program (4Ps) Angels in Red Vests (ARVs) for the 11th Year-end Program Implementation Review (PIR) cum Pagkilala: Pagbibigay Pugay at Parangal conducted by the 4Ps Division. The activity provided a platform for reflecting on accomplishments, discussing challenges, and planning strategies to enhance service delivery for the program implementation across the region.
Key highlights included presentations on program updates, highlighting milestones, and discussing emerging issues to craft an indicative plan for 2026, ensuring the continuity of sustainable interventions for 4Ps household beneficiaries.
In line with its commitment to staff development and wellness, the PIR featured capability-building activities, including “Fire Within: Understanding and Managing Anger in the Service of Others,” which aimed to help frontline staff to manage emotions and deliver compassionate, professional service.
And the most awaited of all, the Pagkilala: Pagbibigay Pugay at Parangal, giving due recognition to the exemplary performance of individuals and offices implementing the 4Ps.
The City/Municipal Links (C/MLs), who directly assist 4Ps household beneficiaries and manage grievances at the grassroots, had the opportunity to share their experiences, raise operational concerns, and engage in meaningful dialogue on operational realities on the ground.
4Ps Division Chief Rosalyn L. Descallar highlighted the program’s journey, noting, “For 11 years, these program reviews have allowed us to learn from our experiences, listen to our team, and improve the way we serve. Our strength lies in our collective effort and our shared commitment to families we support.”
Regional Director Marie Angela S. Gopalan underscored the importance of the 4Ps team saying, “You are the heart of the program. Let us continue striving for continuous improvement, self empowerment, and compassionate service with extra love and care as Angels in Red Vests.”

The activity concluded with recognition of exemplary 4Ps employees and Provincial, City, and Municipal Operations Offices. Provincial Operations Office Pangasinan received the Best Operations Office award for outstanding performance, reflecting the dedication of all offices in maintaining a responsive and effective program grounded in the needs of the 4Ps household beneficiaries.#
