Listahanan or the National Household Targeting System for Poverty Reduction (NHTS-PR) of the Department of Social Welfare and Development Field     Office 1 (DSWD FO 1) is now at the peak of encoding data from the accomplished Household Assessment Forms (HAFs) of Listahanan 3 (L3) enumerators.

The data collected from the households from October 2019 to January 2020 will be entered by 140 encoders directly to the L3 database. For consistency checking, 128 verifiers were also hired to ensure that the data encoded are accurate.

Listahanan 3 (L3) Regional Information Technology Officer (RITO) Aristedeo V. Tinol and L3 encoding supervisors patiently assist the encoders for inconsistencies in the data encoded.

The operational set-up of encoding activity is from Monday to Saturday with day (8:00 AM – 6:00 PM) and night (8:00 PM – 6:00 AM) shifts to finish the encoding and verification of 932,555 HAFs until May 2020.

During the recently held training of encoders and verifiers, DSWD FO 1 National Household Targeting Section (NHTS) Regional Information Technology Officer (RITO) Aristedeo V. Tinol underscored the big role and impact of being an encoder and a verifier in the completion of the updated L3 list of poor households.

“Sa Listahanan 3 ay pagbutihin natin ang ating trabaho dahil saan ka pa makakakita ng trabaho na kumikita ka na ay nakatutulong ka pa (Let us do our tasks well in Listahanan 3 because where can you find a job that you can both earn and help others),” said NHTS RITO Tinol. NHTS-PR or Listahanan is an information management system of DSWD that identifies who and where the poor are using a systematic way of predicting the per capita income of a household called Proxy Means Test. The identified poor households of Listahanan serves as the basis of national government agencies and other stakeholders in identifying potential benificiaries of their social protection programs and services.
